Seeing that the work of the Department has so
much increased since 1881 I do not think there is justifica-
tion for any reduction of the salaries of the posts to which
these officers now aspire, and for which they have been, so to
speak, waiting and qualifying. But as they are all in receipt
of personal allowances, I think an adjustment might thereby be
made with a view to retrenchment when at some future time the
posts have to be filled by those who have not so much claim
as they have.
I would therefore suggest that:
1. The 2nd. Clerk, when promoted, retains his per-
sonal allowance of $240, and that his total emoluments be
equal to the present salary of the post.
He will then receive
$2064 + $240 = $2304
(or an increase on his present salary of $336 per annum).
2. The 3rd. Clerk, when promoted, be given a per-
sonal allowance of $240, and that the salary of the post
remains as it is now.
He will then receive
$1726 + $240 - $1968
(or an increase on his present salary of $120 per annum).
